Becoming energy independent is a major "to do" for most peoples. Energy sustainability and independence could mean very drastic changes in the biosphere, economy and global market.
Japan is experimenting with different placement of wind turbines to become the largest off-shore wind farm in the world. Japan could really be doing themselves a favor by cutting into this early, blooming market. They could have a monopoly over Germany and other established power companies also trying to make this type of harvesting work.
There is the concern of disturbing the fish population and really putting lots of jobs and families in danger.
